EIZ, Department of Immigration pen MoU for Engineering Professionals migrating to Zambia
The Engineering Institute of Zambia (EIZ) and the Department of Immigration have signed a memorandum of understanding aimed at ensuring that the Engineering Professionals migrating to Zambia have the required skills.
Institute Registrar and Chief Executive Officer, David Kamungu says the partnership will help the institution with information on the number of foreign engineering professionals, units, and organizations coming to do engineering work in the country.
"This MoU will further help us as an institution to have a record of engineering professionals coming into the country and what kind of skills they are offering," Mr. Kamungu said.
Speaking at the Signing ceremony of the Memorandum of Understanding between the two institutions, Mr. Kamungu says the EIZ is looking forward to having a long-term relationship with the Department of Immigration to maintain the quality of engineering works by scrutinizing the qualifications of Engineering professionals migrating to Zambia to work as Engineering professionals.
"This partnership will further allow for effective communication and collaboration between the two institutions," he added.
"I'm confident that through our efforts and commitment, we will be able to achieve more and ensure our Engineering professionals continue to benefit through this MoU and that the Engineering Institution will do whatever it can to provide a successful implementation of this MoU, " he said.
Speaking at the same event, Department of Immigration Director General, Japhet Lishomwa said the collaboration is underscored in the National Migration Policy that calls for a whole-of-government and whole-of-society approach to effective migration management, leaving no one behind.
"By documenting our commitments, we will pave the way for effective communication and collaboration, vital in regulating the participation of expatriates in the Engineering sector of the country". Mr. Lishomwa said.
"Unsurprisingly, a significant number of applications for employment permits, which my institution considers, fall under the engineering profession. Prospective employers submit these applications to fill the skills gap in the local labor market for many projects," he said.
Mr Lishomwa stressed that local and foreign engineering play a crucial role in the country's socio-economic development agenda by providing infrastructural facilities, job creation, and security among others.
"My Institution facilitates the importation of these rare skills for the much-needed skills transfer to the locals for sustainable socio-economic development. A well-managed migration enables national economic development through skills transfer, investment, Tourism, Trade in goods and services, and employment". Mr. Lishomwa has stated.
"As the lead Agency in Zambia's
Migration framework, the Department of Immigration is the sole regulator of the
entry, stay, and exit of Foreign Engineering professionals in the country.
Unfortunately, we are not competent in engineering, and therefore we cannot
ascertain whether a person is truly a qualified engineering professional who
should be permitted to practice his trade in Zambia or not," he said.
