Even a little village hat has an owner, says Fr. Chikoya
"I know that miracles can happen but there is no way you can have a
scenario were 48 house, well built houses do not have an owner ", Council
of Churches in Zambia General S (CCZ) General Secretary Fr. Emmanuel Chikoya
has said.
“We saw some funny [Not in good shape] structures belonging to government in some
of the Districts in the country which are in dire need of refurbishment and yet
we have 48 houses that miraculously got planned for architectural designs and
all these details are done by some mysterious body and a person who is not
known", this is unacceptable said Fr. Chikoya.
And Fr. Chikoya has described the statement by the Anti-Corruption
Commission (ACC) that it has failed to establish the owner of the 48 housing
units it recently forfeited to the state as outrageous.
"There are so many possible ways for getting information on the houses
in question, these tenants who have they been paying to, how did the utility
companies such as the Lusaka Water and Sewerage Company connected water pipes and
power respectively, without identifying the owner?" Fr. Chikoya has
questioned.
“These are huge mansions; it’s just not acceptable that ACC can fail to
find who the owners are”.
Council General Secretary Fr. Emmanuel Chikoya finds it hard to believe the
Statement by the ACC because the commission has competent people who are
capable to investigate all sorts of cases no matter who is involved.
He says the housing unit’s saga is not excusable adding that the ACC should
not entertain this issue but rather give it the much needed attention it
deserves.
The Clergyman has called on the ACC to stop what he termed as insulting the
intelligence of Zambians when dealing with issues suspected to be proceeds of
crime.
He has further wondered why professionals mandated to probe illegal
dealings are allegedly failing to do their works properly but instead wait for
a presidential directive.
"This is a clear case of illegal dealings, we expect investigative
wings in government to do their work without President Edgar Lungu directing
them to do so", Fr. Chikoya has said.
Recently the Anti-Corruption Commission announced that it has closed the case
against a Ministry of Finance Official who allegedly owned 48 housing units
that were recently forfeited to the state on grounds that the matter lacked evidence.
ACC Acting Director General Rosemary Khuzwayo indicated that this is
because no one has declared ownership of the said properties after publication
of a gazette while the person in whose name the properties were registered has equally
disowned them.
